Most foreign travelers visit Irkutsk during their trip with the Trans-Siberian Railway (Transsib). So you can get there by train coming from Moscow (about 5 days) and also from Vladivostok (about 3 days). You should book the tickets some weeks in advance.
Also many local trains connect to Irkutsk, there are buses connecting Irkutsk with most of the cities and villages in the region.
Irkutsk also has an airport (very small, but they are building a new terminal that will open soon), international flights will be connected via Moscow (Domodedewo) - one operator for instance is Sibirian Airways (S7) - they also connect to Irkutsk (and to other sibirian cities) from outside Russia.
The airport is about 5 km away from the center, you can go to the center (Place Kirow) by minibus nr. 20 (10 R).
In the few months in summer it is also possible to go there by ship.
