The easiest way to visit "the land of fire" is to take the ferry from Punta Arenas to Bahia Chilota (Porvenir). The trip is about 2 hours and will cost approximately 6 US$ p.p. You will have time to walk along the beach, visit Porvenir and return on the same ferry a few hours later.

Seno Otaway is about 134 km in north of P. Arenas and easy to reach via 'Ruta 9'. Follow the signs to Kon Aiken and, after 13 km, you will find the Pinguinera.
Best time for "penguin watching" is in the afternoon when the birds return from fishing.
Tour operators in Punta Arenas offer trips to both colonies.
